Sue Gagné is the Director of Talent Management for the IESO and is passionate about creating inclusive environments where employees learn, engage and thrive. Sue works with IESO leaders to build commitment and contribution to vision and strategy through culture change, learning and leadership, organizational development, workforce planning and employee engagement initiatives that optimize the employee and candidate experiences. Sue has held a variety of leadership roles across multiple sectors which allows her to implement innovative talent management solutions for IESO's business context. Sue holds a Bachelor of Arts from the University of Waterloo and a Master of Arts in Industrial and Organizational Development Psychology from the University of Guelph.

She holds a degree in Social Sciences from the University of Western Ontario. Ms. Riddell first joined the organization as a summer student. Over the years she has held a number of different positions on the way to taking up the role of Vice-President, Human Resources. In this position her responsibilities include supporting the IESO's strategic and operational plans through effective leadership and management of the human resources function, and ensuring a strategic approach to talent planning and management in all its aspects. Areas of particular focus include culture transformation, the employee experience/engagement, and diversity & inclusion.

The IESO relies on its workforce to deliver on its vision and strategic plan, including an imperative to “identify and build next-generation skills and competencies” over the next five years. In 2020, the organization translated its strategic priorities into a set of competencies that form the basis of its learning and development framework. The framework’s purpose is two-fold: to build skills and competencies aligned to the business strategy and to enable employee development and career growth.
The IESO provides strong sector leadership in an ever evolving and complex environment, and this success is driven by the organization’s ability to continuously learn and apply new skills and competencies.
The IESO implements a variety of engaging learning experiences based on the 70:20:10 model, adopts an inclusive approach to learning design and delivery, engages senior leaders as learning facilitators, and deploys resources strategically to maximize return on learning investments and build future capability for the organization. At any given time, 15 to 20 percent of IESO employees are on a job rotation from their home role gaining valuable learning and skills in another area of the business.
IESO leaders are strong advocates for employee development. Roughly 80 per cent of IESO directors support learning and development efforts by co-facilitating leadership programs, which help employees develop the competencies to deliver the company’s strategic priorities.
“Anchoring our learning in the building of competencies enables us to achieve our strategic goals, connects employees to strategy, and fosters an inclusive work environment,” says Robin Riddell, Vice President, Human Resources at the IESO. “It’s also reflective of our commitment to invest in our employees and their careers.”
