Sere Purushuttam is the Director of Strategic Communications at Peel Region, leading a team that delivers strategic, cost-effective services across strategic client communications, marketing and digital communications, service experience, and service Peel.
He brings extensive experience developing integrated strategies that connect communities through digital innovation, media relations, and public engagement – drawing on his time at Molson Coors, Microsoft, and Meta.
Sere holds a bachelor of business administration from the University of Toronto and a master of business administration from the Ted Rogers School of Management.

Sere Purushuttam
Deborah Arsenault is the Chief Human Resources Officer at Peel Region, where she provides strategic leadership, ensuring the successful delivery of HR services and programs.
Over her 25-year career, Deborah has held several senior positions, including Head of HR Operations and Employee Service Centre at Extendicare Inc. and Global Head, HR Business Excellence at Citco Group of Companies.
Deborah holds a bachelor of arts in administration from the University of Ottawa, as well as several leadership certifications from the Schulich School of Business and the Rotman School of Management.
She is also a 2023 Women of Inspiration Award recipient.

Davinder Valeri is the Chief Financial Officer and Commissioner of Corporate Services at Peel Region, where she oversees finance along with several key divisions, including human resources and strategic communications.
With over 25 years of leadership experience, Davinder has held senior roles at Chartered Professional Accountants of Canada, KPMG LLP, Ontario Power Generation (OPG), and Atomic Energy of Canada Limited (AECL).
A Chartered Professional Accountant, Davinder holds an honours co-op bachelor of arts in chartered accountancy from the University of Waterloo and a diploma in executive leadership from the Schulich School of Business.
In 2024, she was named one of Toronto’s Top 25 CFOs by The Top CFOs.
Chief Financial Officer and Commissioner of Corporate Services
Davinder Valeri
Gary Kent is the Chief Administrative Officer of Peel Region, overseeing all infrastructure investments, service delivery, and staff.
With over 30 years of municipal experience, he has served as CFO for both Peel and the City of Mississauga and is second VP on the Canadian Association of Municipal Administrators (CAMA) board.
A graduate of Glasgow Caledonian University, Gary is a Chartered Professional Accountant (CPA, CGA) and Fellow of the Association of Chartered Certified Accountants (FCCA). He also holds the ICD.D designation from the University of Toronto’s Rotman School of Management.
Gary is an active community volunteer and lives with his family in Mississauga.
